Millis Annual Town Meeting approves all articles

Issues related to finances, affordable housing, solar photovoltaic facilities

The Town of Millis held its Annual Town Meeting on Mon., May 4, and passed all articles on the warrant. Millis Town Clerk reported the following results. All items passed unanimously, unless noted otherwise. 

The 24 warrant articles included: 

1. Ambulance revolving fund [$70,000] 

2. FY26 additional wages and expenses 

3. FY27 operating budget

4. Sewer Enterprise Fund

5. Water Enterprise Fund

6. Stormwater Enterprise Fund

7. Consent agenda (amendments to personnel plan, Board of Health appointing authority, revolving funds: increase COA transportation and program services expenditure limits, Community Preservation Fund) 

8. Capital items [$684,935]

9. Borrowing for water meter replacement program [$1.286,633] – passed with 2/3 vote

10. Lease of new police cruiser [$76,854] – passed with 2/3 vote

11.Tri-County school debt – passed with simple majority 

12. Community Preservation project: 1178 Main St., affordable housing [at Hammond St., $200,000] – passed with a standing count 

13. Community Preservation project: High School baseball scoreboard project [$12,000]

14. FEMA flood map revision project [$120,000]

15. PILOT agreement for 1073 Main St. [solar photovoltaic facilities] 

16. Amend Capital Planning bylaw 

17. Amend Zoning bylaw: battery storage systems and data storage – passed with 2/3 vote 

18. Appropriate of PFAS settlement funds for PFAS remediation capital project [$1,168,158.69] 

19. Recission of borrowing authorization: D’Angelis Well Project [$206,021] 

20. Unemployment Insurance Fund 

21. MGL c. 41 Sec. 111F Injury Leave Indemnity Fund 

22. Compensated Absences Reserve Fund

23. OPEB [Other Post Employment Benefits] Fund

24. Stabilization Fund
