Medway Annual Town Meeting to be held on May 8

Will be preceded by Special Town Meeting
The Medway Annual Town Meeting will be held on Mon., May 8, at 7:30 p.m. at the Medway High School. It will be preceded by a Special Town Meeting at 7 p.m.
At press time, the warrants had not been finalized but a draft was available on the Select Board’s webpage and indicated the following:
Special Town Meeting
The Special Town Meeting warrant includes 8 articles related to prior year bills; free cash transfers; sewer enterprise retained earnings transfer to address inflow and infiltration ($75,000) and to replace a truck ($90,000); water enterprise retained earnings transfer to replace a truck ($90,000); allocation of Community Preservation Fund money; and to repurpose $260,000 for various school projects.
Annual Town Meeting
The Annual Town Meeting warrant includes 38 articles related to various topics including establishing the FY24 budget; setting spending limits; allocating Community Preservation funds; and making money transfers for various projects (including $6,000 to purchase “CPR mannequins with feedback”). The various projects voters will be asked to fund include $2.7 million for “capital and other items” ranging from chimney stack replacement at the Memorial School ($5,000) to roads and sidewalks ($750,000). In a separate article, voters will be asked to appropriate an additional $800,000 for roads and sidewalks.
There are also 22 articles that seek to amend the zoning bylaws as they relate to the Central Business District; electric vehicles; dimensional regulations; Agricultural Residential III; groundwater protection; home-based businesses; construction contracting services; solar; fire department terminology; repairs to private ways; fire lanes; fuel leakage; general administrative housekeeping (changing “Town Administrator” to “Town Manager”); and more.
Voters will be asked to adopt a new “Tree Preservation Bylaw” and to delete the current dog bylaw and “inserting in place thereof a new bylaw addressing a wide variety of dog-related issues, including the dates by which annual dog and kennel licenses must be obtained, updating annual and late fees for individual and kennel licenses, prohibiting dogs from being unleashed onto the property of another or on Town public property, requiring that dog owners promptly remove dog feces…”
